Universal Access Pilot

In April 2018, the Santa Clara County Board of Supervisors approved the launch of the Universal Access Pilot, now the Universal Access Project/Program (UAP), through the Santa Clara County Office of Cultural Competency, Office of the County Executive. 

The UAP is committed to providing a culturally responsive, person-centered approach when navigating families and children to services across systems that are specific to their needs. 

The target population includes all children, zero through third grade, and their families in the Alum Rock Union School District (ARUSD) and Franklin McKinley School District (FMSD). 

Population-Wide Outcomes:

  • Kindergarten Readiness
  • Chronic Absenteeism 
  • Special Education
  • Behavioral Outcomes
  • English Proficiency 
  • Third Grade Reading 

The UAP partnership includes:  

  • Santa Clara County 
  • FIRST 5 Santa Clara County 
  • Santa Clara County Office of Education (SCCOE) 
  • Alum Rock Elementary Unified School District 
  • Franklin McKinley School District
  • City of San Jose Public Library 
  • Social Services Agency (SSA) 
  • Behavioral Health Services Department School Linked Services (BHSD SLS) 
  • Public Health Department (PHD)
