Quality Rating and Improvement System (QRIS) Assessment Services (RFQ)

FIRST 5 Santa Clara County (FIRST 5) is seeking proposals from qualified firms to provide valid and reliable CLASS and ERS assessments services for early care and education programs participating in QUALITY MATTERS so that programs receive an opportunity to demonstrate their quality through a rating. These assessment and coordination services will ensure that timely, accurate ERS and CLASS data are collected and reported on a need basis for a successful QRIS site rating.

The quality rating elements and guidelines are determined by the Quality Counts California and are described here.

In accordance with these guidelines, qualified and independent assessors are needed to observe and score classrooms using two standardized assessment tools – The Classroom Scoring System (CLASS)TM and the appropriate Environment Rating Scale (ECERS-R, ITERS-R, or FCCERS-R).

This RFQ seeks a contractor to provide these assessments in the period July 2019 – June 2020.

Application Submission Deadline – March 22, 2019 by 5:00 PM7The completed application packet must be emailed to: Application Packet shall include: 1. Application Cover Sheet and Minimum Qualifications 2. Completed Application Form 3. A resume or equivalent for each individual that will be involved in the services outlined in this RFQ. 4. A project budget including hours and rate.
Application Review – March 22 – April 9, 2019The selected applicant will receive notice via email. Those applicants who are not selected to move forward in the process will also receive notice via email.
Initial Award Recommendation – April 9, 2019The selected applicant will receive an initial award recommendation by email. Those applicants who are not selected to move forward in the process will also receive notice via email.
Appeal Process – April 10 – 12, 2019Applicants who are not recommended for funding but who wish to appeal the decision have three working days from receipt of the email notifying applicants of the initial award recommendation to file an appeal in writing. The written appeal needs to document the reason for the appeal and must be sent via email to: and addressed to Eula Idemoto, Program Officer. Grounds for appeal are limited to a violation of a FIRST 5 Santa Clara County procedure, law, rule, or regulation regarding this RFQ process. Appeals will not be accepted on any other grounds. Appeals will only be considered if received in the QRISassessmentRFQ inbox by 5:00 p.m. on the third working day from the date of the email regarding the initial award recommendation. Decision on appeal is final.
CEO Approval – April 19, 2019Upon completion of the appeal process, the Chief Executive Officer of FIRST 5 Santa Clara County will award the contract to the most qualified applicant.
Contract Negotiations – April 22, 2019Term: The term of this agreement is for up to one-year, with the possibility of extension contingent on performance and funding. Billable assessment rates and total contract amount will be negotiated between FIRST 5 and the selected applicant. Final contract execution with the selected applicant is dependent on full authorization of the FIRST 5 CEO.
