FIRST 5 Santa Clara County on behalf of the Region 4 Hub is soliciting proposals to identify a training provider to deliver a training of trainers on the topics of Implicit Bias for Early Childhood Educators to facilitators across the Bay Area Region, which includes Alameda, Contra Costa, Monterey, San Benito, San Francisco, San Mateo, Santa Clara, and Santa Cruz counties.

The Region 4 Hub has identified a need for increasing the capacity of early childhood leaders, coaches, trainers
and faculty to promote anti-racism, to address implicit bias and to create cultures of inclusion and belonging in
early childhood settings. Effective action requires tools, learning communities and interventions which build
the capacity of ECE educators to gain knowledge, skills and competencies to advance equity.

In order to implement change focused on addressing racism and other biases, teachers must access their own perceptions and blind spots. Training content must support educator capacity to acknowledge experiences of those who are marginalized in society and reflect on the historical, social, structural, and political context in which inequities are produced and maintained through status quo practices. A Training of Trainers model provides an opportunity to build capacity and support sustainability within each county.

This RFQ seeks to identify a single grantee to provide the Implicit Bias training of trainers for this RFQ AND the
Anti-Bias/Anti-Racist Education Training RFQ. If two separate agencies receive awards for the training, it is expected that both grantees will work together to align content. Services are sought immediately upon approval of a grant and be completed by the end of June 2022.

The application submissions for this RFQ will be electronic only. The completed application packet including all forms and attachments will be submitted via email to: [email protected]. The forms can be downloaded at www.first5kids.org.
Application Review – April 5, 2021A proposal review panel, consisting of individuals appointed by Region 4 Hub will review all completed applications that meet the eligibility requirements. Members of the proposal review panel(s) will evaluate and score each proposal, and make a funding recommendation to Region 4 Hub.
Initial Award Recommendation – May 3, 2021The selected applicant will receive an initial award recommendation by email. Those applicants who are not selected to move forward in the process will also receive notice via email.
Appeal Process – May 6, 2021Applicants who are not recommended for funding but who wish to appeal the decision have three working days from receipt of the email notifying applicants of the initial award recommendation to file an appeal in writing. The written appeal needs to document the reason for the appeal and must be sent via email to: [email protected], Melissa Hong. Grounds for appeal are limited to a violation of a FIRST 5 Santa Clara County procedure, law, rule, or regulation regarding this RFQ process. Appeals will not be accepted on any other grounds. Appeals will only be considered if received in the [email protected] inbox by 5:00 p.m. on the three working day from the date of the email regarding the initial award recommendation. Decision on appeal is final.
FIRST 5 Commission Approval – May 20, 2021Upon completion of the appeal process, FIRST 5 Santa Clara County Commission will receive a recommendation of the initial award and delegate authority to the Chief Executive Officer (CEO) to negotiate a contract with the selected applicant.
CEO Approval – May 21, 2021The Chief Executive Officer of FIRST 5 Santa Clara County will award the contract to the selected applicant.
Contract Negotiations – May 21, 2021Term: The term of this agreement is for up to one-year, with the possibility of extension contingent on performance and funding. Final contract execution with the selected applicant is dependent on full authorization of the FIRST 5 CEO.
