FIRST 5 Santa Clara County (FIRST 5) is seeking submittals from qualified companies to provide video production services to strengthen FIRST 5’s brand and public awareness. Projects produced by the selected applicant may be included into our public awareness campaign. Video topics will revolve around, but are not limited to early childhood, public health, education, and family engagement.

Scope of Services:
Prior experience with these topics, and with public sector/government entities, is preferred but not required. The respondent company selected through this RFQ will support FIRST 5 in a variety of areas which may include, but are not limited to, the following:

Deadline for Application Submission – March 19, 2021 | Completed applications must be submitted electronically to: FIRST 5 Santa Clara County Attn: Tyson Jue, Chief of Operations and [email protected] All applications must be received by March 19, 2021 at 5:00 PM. Applications received after the 5:00 PM deadline will not be reviewed or considered. |
Anticipated Applicant Selection – Week of March 22, 2021 | The selected applicant will receive notice via email. Those applicants who are not selected to move forward in the process will also receive notice via email. |
Appeal Process – March 26, 2021 by 5:00 PM | Applicants, who are not selected and who wish to appeal the decision, have three working days from receipt of the email notifying applicants of the initial award recommendation to file an appeal in writing. The written appeal needs to document the reason for the appeal and must be sent via email to: [email protected] and addressed to Tyson Jue, Chief of Operations. Grounds for appeal are limited to a violation of a FIRST 5 Santa Clara County procedure, law, rule, regulation, or practice regarding this RFQ process. Appeals will not be accepted on any other grounds. Appeals will only be considered if received in the FIRST 5 Santa Clara County office by 5:00 p.m. on the third working day from the date of the email regarding the initial award recommendation. Decision on appeal is final. |
Final Award Decision – March 26, 2021 | Upon completion of the appeal process, the Chief Executive Officer of FIRST 5 Santa Clara County will award the contract to the most qualified applicant. |
Contract Negotiations – April, 2021 | The term of this agreement is up through June 30, 2021. Final contract execution with the selected applicant is dependent on full authorization of the FIRST 5 CEO. |
