Data Management System RFQ
FIRST 5 Santa Clara County (F5SCC) solicits proposals for a qualified contractor to provide a web-based data management system for collecting program participant demographic information, services, and assessment data; capturing case management activities including referrals; recording financial information and invoicing; capturing aggregate client data for reporting purposes; and technical assistance and support services to accompany these features.


Database Management System Questions and Answers

Q: How many children will be served?
A: In FY 22-23, we served 76,739 children.

Q: Our database management system provides a place to hold the program information. We do not have an API for specific programs. All information can be exported from our database management system to other databases. We can also provide VDA access. Will this be sufficient? 
A: We are searching for a database management system which can automatically update or sync between our system and external systems.  We do not want to have to manually export data between the two systems for security and workload reasons. 

Q: How many data systems will funded partner data need to be migrated from?
A: One data system, our funded partners use our current database management system. 

Q: In what format(s) will the legacy data be?        
A: Likely a Microsoft Excel or CSV file. 

Q: For API connections, is there a sample of external databases F5SC would like to connect with?   
A: Some examples include: Hubbe, Blackbaud (if eProcurement not available in your solution), ASQ Online 

Q: Should this response include a budget to implement any of these API connections or does it just require proof of functionality for future purposes?      
A: This section just asks for proof of functionality, but if you are able, please provide an average or range of cost for building API connections based on previous experience. 

Q: Is integration with external payment systems (such as ACH) required in the invoicing component?       
A: No, external payment systems in the invoicing component are not required.

Q: How many and which languages do you envision supporting?    
A: We hope to support the three major languages in our county: English, Spanish, and Vietnamese.  The database management system will need to support non-Latin alphabets. 

Q: Will you need to add additional languages over time?  
A: Potentially, examples of other major languages in our county include Chinese, Tagalog, and Korean. 

Q: Will the SCF5 team provide the language translations to be used in the forms?  
A: Yes

Q: How many different funded partners are represented by the 250 users/120 programs?        
A: Approximately 55.

The Stronger Systems, Stronger Families Initiative strives to connect families to the resources, services, and support they need in order to raise healthy children, prenatal through five years. To do this, FIRST 5 seeks proposals from qualified organizations to conduct various activities that enhance systems of care as culturally responsive, trauma-informed, and healing-centered. This opportunity is currently closed to new submissions and is in review. Please check back here for award notifications in late March/early April 2024.
